tell him you have candy in your purse.... my younger siblings always fall for it all the time and they will do anything to get the candy

That's like asking how to prevent the night from turning into day. Brothers are just going to tease and bother their sisters -- it comes with the territory.
If your brother is older, wait until a moment when the 2 of you are just sitting around watching TV or even when eating at the dinner table. And explain that you're glad he has a sense of humor. But that some of the things he does really bother you. Talk to him from your heart.
If he's younger than you, try to talk with him through examples. Ask him if anyone at school bothers or annoys him by doing things that bother him. Then take it one step further and explain how he's been bothering you.
But be tactful. And remember -- there are always those times you just love to annoy him, too. It's the best part of being brothers and sisters.

He is annoying only because you allow him to see that you are irritated. Two ways to deal with this...one is to include him in some of your activities so that he doesn't feel so left out. A second way is to ignore him. If he sees that you are not upset by his behavior, he'll stop.

tell him that you and your girlfriends will be giving him a makeover and dressing him like a girl until he stops annoying you.
