You can't really cheer up a depressed person. If you do it will probably only last a few minutes. Below is a list of the symptoms of clinical depression. . If you think she is clinically depressed maybe you can talk to her parents and show them the list.
If her parents won't help the best you can do is be there to listen and watch out for signs of suicide. I have first hand experience with severely depressed people. It is taxing. Take good care of yourself too!

Feelings of hopelessness, pessimism
Feelings of guilt, worthlessness, helplessness
Loss of interest or pleasure in hobbies and activities that were once enjoyed, including sex
Decreased energy, fatigue, being "slowed down"
Difficulty concentrating, remembering, making decisions
Insomnia, early-morning awakening, or oversleeping
Appetite and/or weight loss or overeating and weight gain
Thoughts of death or suicide; suicide attempts
Restlessness, irritability
Persistent physical symptoms that do not respond to treatment, such as headaches, digestive disorders, and chronic pain

If this person suffers from depression most of the time cheering her up might only work temporarly or not at all. She needs to see a therapist/psycologist!! She might need medication. This is a serious disease people that are depressed often become suicidal. So please get your friend help before its to late and she seriously hurts herself.

I would suggest that you try to get her to talk to a mental health professional. I know that you are trying to be a good friend, but it is not really possible for you to "cheer" her out of her depression. (Especially if you are pretending to be happy-it sounds like this is hurting you emotionally as well).

Depression is a hard thing to deal with. It doesn't just seem to affect your mood but it also seems to hurt physically. I know when I was really depressed sometimes it helped just to have someone to talk to, someone that would listen to me and just to be there for me. Depression is a very hard thing to deal with and I think that is why suicide is common because people are depressed and don't have someone to talk to and then they seem to get worse. Just be there for your friend and listen. Just be her friend and just let him/or her know that you care.

You are a godsend and she will remember your kindness. The depression is from her own expectations for love and life and they are in error. The brain makes unbalanced chemicals when it has to relearn and for some people this added chemical in the spinal fluid makes them unable to be normal. God bless your heart an guide your mind.

or CBT Therapy trust me 7 years of anxitey panic dep it helps

Show her that you care about her. Let he cry on your shoulder. Instead of having her go to a psychiatrist, YOU be the councilor.
