yes LA is a hard place to get around since there is an airport and that creates traffic thats why i use the streets when i can cuz everyone use the freeway

Too, too, too many people and a culture designed around the "car" (not public transportation). Then you have no real business center, suburban sprawl, and large spaces. It's not a recipe for organization nor for reducing the traffic. Delhi is similar.
Sorry I can't be more hopeful about it, but many other cities (usually the rapid growth ones) simply can't keep up with the congestion issues. I lived in a city which went from 50K residents to 100K residents in 5 years. In another 3 years, we had 500K daytime people and still 100K residents. It took me 30 minutes to get to work and I only lived 10 miles away. Yes, traffic is awful, but it is unmanageable when city planners have not foreseen the rapid growth and traffic needs down the road (it's not like they can, since they have no crystal balls to help).
Good luck -- and if you ever want to move, come on over to North Carolina. The traffic in my town occurs only in April and August (prime planting and harvest times) when the tractors take to the streets (usually dawn and dusk), and on Fridays, when everybody is trying to get to the bank and the line extends down the street. :)

LA is just too large. thats the answer. the city is also too old, so much of the planning was done quite a while back, and wasnt designed to work with that many million people.
dallas is a good example of a city thats been VERY well deigned. since dallas boomed in the 80s, everything was designed and planned with modern rules and ideas, which make it much more efficient.

Three words:
Too Many People.
Actually, if people could actually live in the same general areas in which they work, there would be fewer overall commuters & commute miles. As long as people are willing to drive 20+ miles to get to work, LA & Orange County highways will continue to be congested.

Do what the NAACP did for blacks move them in near downtown and spread out different ways to get to work. They are coming from communities far away from downtown. We have the same problems in Minneapolis just on a lesser scale. So move closer and some far away.
