Actually, no. Cameras almost always include very small amounts of memory so that they can be used in stores to help people decide to buy them. With using that camera I would recommend purchasing a 512MB or 1GB card depending on how often you will be using it. The prices for that can range anywhere from $20 to $70 depending on sales.

I think the camera is actually the Canon SD630, which has 6MP.
You need to buy a larger memory card, because 16MB is obviously much too small (it's only thrown in to let you take a few photos...I don't know why they even bother with such a pathetic sized card).
You are doing exactly the right thing now, by selecting the highest quality photo resolution available (superfine, large) because you shouldn't ever have to skimp on quality.
So, you need to buy a larger SD card. I would suggest you buy at least a 1GB card as a minimum, because that will also give you some room to take some short movies.
I would highly recommend the very fast, Sandisk Ultra II or Extreme III, which come with a lifetime warranty (and they are dirt cheap compared to what they were months ago).
A fast card is really needed for fast camera operation and shooting movies.
1GB will allow you to shoot approx. 340 photos, which might sound too much, BUT you have to also consider that the movies your camera records, need 1GB for only 8 minutes of video...so 1GB will allow plenty of room for photos and some short movies.
Also, the battery is fairly small (because of the compact size of the camera)...so make sure you always charge it before you want to use it (especially before important occasions etc).

The error message means your memory card is damaged and you should replace it with a new or different card. Test the card on a computer. You can also format it on a computer, but it's best to format in the camera. You shouldn't have to format a new card either. If the error message shows up with a new card, try another one...but it's likely your camera is damaged :/

Time to invest $30-$40 in a real card. Get at least 512Mb if not 1G. They're cheap. 16Mb is just to get you started and isn't big enough.

Turn down you camera resolution -- if you have an 8megapixel camera you could be shooting 5 megabytes per picture -- if you turn it down you will be able to take a lot more.
