What legally defines a person as mentally retarded? I have heard that it now means that they are missing three or more basic life skills. Is this true? And if so, where can I find a list of such life skills?

I am inquiring regarding adults. I am not mocking anyone. I am not a Doctor or a Professional, and am seeking detailed answers. Therefore, anyone who has the opinion that I am just here for fun is actually wrong.
I also understand that the politically correct terminology may now be "mentally challenged".
I had a young cousin who was considered mentally retarded back in the 70's, and it turned out he was just autistic & had seizures.
However, I am concerned NOW because my daughter seems to be dating a young man who is missing common sense, can not seem to take care of himself (other than to cook Ramen Cups), can not hold a job for more than a week, has few life skills & I want to try to help him get assistance through a program that might help him develop life skills.

Mental retardation is a term used when a person has certain limitations in mental functioning and in skills such as communicating, taking care of him or herself, and social skills. These limitations will cause a child to learn and develop more slowly than a typical child. Children with mental retardation may take longer to learn to speak, walk, and take care of their personal needs such as dressing or eating. They are likely to have trouble learning in school. They will learn, but it will take them longer. There may be some things they cannot learn.

Intellectual functioning, or IQ, is usually measured by a test called an IQ test. The average score is 100. People scoring below 70 to 75 are thought to have mental retardation. To measure adaptive behavior, professionals look at what a child can do in comparison to other children of his or her age

ktray is correct, an IQ of less than 60 is classified as mentally handicapped. 100-110 is considered average and above 110 is above average (obviously).

Here in middle school special education, it means below a certain IQ level.

are you trying to mock metally retarted beings? i think its 3 because my cousin has a speech problem and shes not considered mentally retarted

you have to have medical documentation from a physician stating that you are mentaly handicaped for that classification.

no legal medical documentation in your medical records = no proof good enough
