As long as the tank checks out, (Not rusted, dented, fittings undamaged, etc...) it should be okay.
However, most filling stations can't give service until it is retrofitted with the new anti-overfill valve.
It likely won't even connect to any appliance made with-in the last 5 years.

You wont be able to refill it unless it has a pressure release valve on it. The propane that is in there should be ok. If it burns, it is ok. Once empty you will have to dispose of it and replace it with a newer style bottle.

I don't know about WA but some states, like here in NJ, no longer permit you to refill only swap.

look for a date stamp and take it to one of those bottle swap places, they will recondition it

yes. gas store will check it. problem is they changed valve several years ago.
