Place your at mouse at the bottom of your desktop the tool bar will appear then if you do not want it to auto hide right click the tool bar and cheek the box keep tool bar on top.
If the tool bar does not appear when you put mouse at bottom of desk top the you will need to go to the control panel and click on the display icon and change your setting in the box there..
or you can right click in a blank area of the desk top go to properties a new window will appear and change your setting in that window ..

Now this is a simple problem. on your keyboard, there should be a key that looks like a dis formed square, push it. It should come shooting right up. If this happened all of the sudden, someone probably messed with your computer. right-click on the taskbar.
click properties.
un-check the auto-hide check box
click ok

HOld your mouse right down at the bottom of your desktop when it turns into a 2 ended arrow click and drag it up.

hahaha restart computer anyway hold your mouse the bottom and drag the toolbar up slide up. You can have a double size toolbar or go back to way you want it when you are moving it up
