Of course there is, except that it may not even be called splinter cell. But there are many things the government hides from us. Area 51 was on example, the auora super sonic aircraft, the f-117A was developed in secret in lockheed martian, the Sr-71 black bird was also developed in secret, the b-2 bomber was developed in secret. There is always one big man the head of every top secret military project, documents, secret bases, weapon development, etc. Except that this person does not give any order at all. But when the time comes and needs additional instructions. There is always the head to control everything. The president is not the head. Bill clinton had no idea the F-117A was being developed until it was revealed in the public.

I can give you an fact that, the highest command of this country is not the president. There is somebody out there who is in control of all this, its just that this person rather not intervene and make it look like dictatorship

Sure why not but probably more than one and its not called splinter cell. It makes since for stealth jobs to send in a small team like the navy seals so why not a one man team too when the job calls for it. but do we really want to know aren't you happier being oblivious to some of the things our government does?

In all likelyhood yes. But in all honesty, that is something that we should not have any details about. What they do is obviously vital work and cant be compromised so I just hope that whoever does that type of work does it well and he or she can continue to do it until no longer necessary.
