I think there must have some regsitry errors and spyware in you PC to slow it down ..
You need to try a registry cleaner to clean you PC.
Every time you install and uninstall software on your computer you create junk in the registry. You need to scan and clean your PC with registry cleaner. It is a powerful and useful tool to elinimate to the clutter and junk that builds up in your PC's registry from installing and removing programs, creating and deleting files and surfing online.Without regular system tune–ups, it's very likely your computer will slow, crash, full of error messages, leaving you with a costly computer–mechanic bill and lost data.
There are some comparison and review of registry cleaners

Very uncommon for a core 2 duo considering it is the new processor Intel brought into the market. For anything to slow this powerful processed computer it would have to be a virus I must say. Maybe you have too much data for this processor to be handling simultaneously (2.13 ghz not recommended for professional use nor music/movies) try to reduce the amount of applications that automatically start when you are logged in. For the echoed sound try to get new speakers or borrow speakers from a friend to see if the problem occurs again this will determine if the problem was coming from the peripheral or internally. I am kind of disappointed at this processor because I have an Intel Pentium 4 with a processor speed of 3.0 GHz and 1 GB of RAM and its faster than any computer I have owned. It will handle multiple tasks successfully ( I recently used to have a Pentium 4 on a laptop 2.8GHz and turns out it was the overheating that caused the system to slow down but it was good enough for 3 years until the hard drive (40 GB) was unable to read its data ( HDD Read Error).

This is why I do not use PCs. these type of problems can not occur on a mac.
Your computer must have a virus, adware or spyware. This comes from not updating your antivirus protection. Or it can come from downloading applications that have spywre.
You can download a free version of spybot search and destroy. This will remove spyware. Also, adware SE will solve most other problems and remove cookies. cookies are not harmful to your computer but they take up space and are not wanted.
Bitdefender 8 is a free anti virus sofctware that can scan for viruses and remove them.
You will need to keep all of this up to date, Or, Get an apple.

well you might have hit on it if the sound echoes.
As you suspect it may not be the sound card. It may be the driver for the sound card.
You can run (start: run) msconfig and perform a selective startup to try and narrow down where your problem is coming from.
--- (once fixed you should be in a normal startup, it's not wise to run in selective startup mode)
I'd first try to get the latest soudn card drivers (and any other drivers for that matter) for your system from your PC Manufacturer's website.
Good luck.

OK, go to tools on the toolbar. (Top left) click internet optioms and you will see 2 buttons called delete files and delete cookies, click both. and then clear your history right below that. This will usually work. Hope this helped.
