You could have a genetic predisposition for dry skin. It's the same with me.
Make sure you're drinking enough water, getting enough fatty acids in your diet and NOT taking too many showers. I know that sounds disgusting but those of us with extremely dry skin have learned to take sponge baths whenever we can. The doctor also said to NOT use soap on arms, legs and torso unless absolutely necessary. When I do need a cleansing agent I use either olive oil based Kiss My Face soap or Johnson's Baby Wash. On days I don't wear face makeup I just wash my face with plain water.
Always use a good moisturing cream (not lotion) after you shower and apply it before you are completely dry so you can seal in the moisture. I'm a firm believer in Cetaphil CREAM.
The absolute worst thing you can do is to soak in a bathtub. That was the first thing my doc told me to NEVER do. People think it moisturizes but it actually dries you even more.
Another thing you can do to avoid the "snow" is to use a pumice stone lightly on your arms and legs every couple of days. Just don't press too hard.
I'd also check with the doctor to make sure it isn't the sign of a health problem. Chances are you're just dry. I've been this way all my life.

Overall dry skin is usually a sign that you are not drinking enough water. I would definitely increase your daily water intake as well as cutting down any flavored or sweetened drinks like sodas.
Most over-the-counter lotions work fine. An exceptional one that was used only by dermatologists before being open to over-the-counter was the brand Cetaphil. Nearly all drugstores carry it. Also, if you're not already doing it, it is best to apply body lotion in the morning after your shower and once you are completely dry. If you are using a good moisturizer, it should help provide a protective layer over your skin. And if you're drinking enough water, you will be aiding the moisturizing from the inside as well.

Talk to your doctor to see if there's an underlying cause. Dry skin can be related to various conditions including diabetes and thyroid disease. If you have such a condition, controlling it can help relieve the dry skin. Your doctor or a dermatologist might also be able to recommend a good lotion or cream.

Vaseline helps right away with dry skin, when my eyes got dry I used it, but I wouldn't recommend using it all over the face cause it clogs the pores on your face. I was looking on makeupalley.com if you haven't tried Olay creams they should work. Good luck!

Soak in warm water
use a small scrub brush dont scrub too hard
Rub on Sarna Lotion or Gold Bond medicated lotion.
it works wonders
you can pick them up in any drug store!

Try drinking lots of water. And get good intensive lotion. You can't over-apply lotion.
