Well, consider: if a guy asks you to marry him, your answer should be "yes" or "no".
Instead, you said "when"; that means you're considering it, but you're not ready yet.
So, he responded in kind: "when we're ready", which means "when YOU are ready, and he'll wait patiently in the meantime."
Or, it could be that you've both talked about being too young to get married, and so he has no intention of marrying you yet (and knows you wouldn't do it either) but wants to communicate to you that right now he would marry you if you were both ready.

It is hard to tell what a guy means all the time. But from what I can gather out of his statement I would think that he means when you have to resources to. Maybe he would like to buy a house or have more money saved for the wedding. If he asked you to marry him, then I would believe that he truely does. Casually bring up the wedding in coversation with him. Ask him who he wants his best man to be, or where he would like to go on your honeymoon. Asking him questions like this will probably help to open him up to more detailed discussion about the big day. Eventually he will set a date.

He's just letting you know that you're not at that point yet but, he wants to get engaged now and work on the things that will keep you two happy and successful in the marriage. Good sign!
