Whomever "Someone" is needs to give you and us the direct quote from the Bible or religious book. I've never heard of such a thing. Jesus or "God" always preached forgiveness. Man is the hypocrite on this matter. We make laws that say muder is a capital crime, yet we justify killing a murderer and call it justice and a deterrant. In some extreme circumstance, maybe, but not as a matter of day to day law it shouldn't be.

God did not command anyone to kill another. God gave us the right and the command to put murderers to death as punishment for the murder they committed, thus, capital punishment. The death penalty and murder are two TOTALLY different things. Murder is the act of taking the life of another on your own free will; the act of killing. The death penalty is the act of carrying out justice and punishment on those who freely carry out the act of murder, the killing of another person. God is against murder, but He instituted the right to carry out justice on those who murder.
Genesis 9:6 - Whoso sheddeth man's blood, by man shall his blood be shed: for in the image of God made he man.

I don't know about death penalty, but God definitely made death as the end. Humans are mortal. Yes it's the end of humanity, in an individual sense.

...hello? who in history has not died??? ....
umm there are also plenty of verses where god commands someone to be killed for their sin.
did god not kill evil do'ers in the flood of noah? (refer to Genesis 6:6-7)
Numbers 15:35-36 - God commands a group of men to stone another to death.
Deuteronomy 22:22
22 If a man is found sleeping with another man's wife, both the man who slept with her and the woman must die. You must purge the evil from Israel.
Deuteronomy 22:23-24
23 If a man happens to meet in a town a virgin pledged to be married and he sleeps with her, 24 you shall take both of them to the gate of that town and stone them to death...
Genesis 2:19
"19 By the sweat of your brow
you will eat your food
until you return to the ground,
since from it you were taken;
for dust you are
and to dust you will return."
(read all of genesis 2 to understand. God was punishing Adam and Eve for disobeying, death is one of their punishments.)

there is a difference between killing as an aggression and killing in self defense. only an aggressive killer should be killed which is self defense. to put him in a cage like an animal for 25 years is not a solution, when you took his freedom you took his humanity. it's much more cruel to turn a man into an animal in a cage. i prefer to loose my life than my freedom.
