does that mean that i overpaid them??? or that they overpaid me??

well if i overpaid, how do i get my money back???

the notice also states that it is only an informational statement and that i do not have to respond nor should i file this with MY return.

well then what do i do?

No, it means you overpaid.

They are probably asking if you want the money paid to you in a check or if you want to apply it to the next year's taxe payment.

If the form you received is the same as the one I got, it is from your state and shows the amount of the state refund you received last year. If you itemized deductions on your federal return last year and claimed a deduction for state income tax paid, you must include this amount as income on line 10 of this years 1040. If you did not claim that deduction, you can ignore the statement. See page 24 of the 1040 instructions for more details.

Are you serious? Didn't you learn in grammar school that over means more and under means less? Well in case you was absent that day it means you overpaid them.
