Just put in on very carefully. The water tension will hold in on the surface.

Cut out a piece of newspaper about two inches square.
Fill the bowl with water and float the newspaper on the surface of the water.
Place the needle in the center of the newspaper.
Carefully push the edges of the newspaper down into the water.
As the newspaper gets wet and sinks, it will leave the needle floating.

You can place the needle on a piece of tissue paper. Carefully poke the tissue paper so that it sinks. The pin will float due to surface tension in the water.

You can also make razor blades (the old fashioned kind) float this way as well.

you could put the magnetized needle on a leaf and put it in the water.

I believe it would point to the north.
