It doesn't matter where you live now, it matters where you were born. You need to contact the state in which you were born, they all have a department of vital statistics. You'll want a certified copy of your birth certificate, that will have a raised seal and signature on it, copies are not valid as proof of citizenship. It doesn't hurt to get a couple of extra copies as well, you pay an initial charge for the birth certificate, but after that extra certified copies are like $1 each. Keep this in a very safe place--my family keeps ours in the safe deposit box--because it's proof of US citizenship, and the information on a birth certificate can be used to steal your identity.

You need to go to the Texas Department of State Health Services (google 'texas vital statistics'). Be aware - they may not let you have the certificate, depending on your association with the person whose certificate you are requesting. See paragraph below: For births that occurred within the past 75 years, copies can be requested only by the immediate family of the person whose name is on the birth certificate. If you are not an immediate family member, you must provide legal documentation, such as a court order establishing guardianship, that documents a direct and tangible interest in the birth certificate.

Call the county DHHR where you were born. Or check the county DHHR online. They usually have the forms online or even links to sites that provide certified copies of your BC sent to you.
