Ya get a cat. It just would not be fair to a young dog. Unless you want to go to the pound and get an older mutt. That does need to run around. But even then you have to at least walk it once a day.
Iguana would be a good pet for you. They get the size of a small dog.

Do you have kids? A whippet or italian greyhound are quiet and do good with a daily walk, but are a bit fragile for unruly kids. I really suggest you rescue from a shlter, they will tell you the specific dog's personality and tell you if the dog is a barker or a chewer ext.

Retired Racing Greyhound. Please read before you discount the idea of this "big" but amazing apartment pet!
Most greyhounds are not prone to barking. They are quiet dogs who require little in terms of exercise. Very low energy dogs, with minimal grooming requirements.
For more information, check out a greyhound rescue near you. Just type, "greyhound rescue" in your search menu.

Akita!
Look it up do the research and you will see these dogs are very happy in Apartments. They very rarely bark so wont annoy the neighbours and can be left in for long periods alone.

The breed you want is called a "cat." ;)
Edit: lol, I see I'm not the only one who feels that way. Sorry, wasn't trying to copy.
