Legal and filing fees, maybe $50K.
A second hand brewhouse (depending on the size) between $10K and $500K.
Advertising $50K.
Ingredients (for the first two months) between $5K and $10K.
Banks will not give you a loan as most microbreweries go out of business and the equipment is hard to sell off.
If you have some incredible recipes (good recipes aren't enough), you're better off contract brewing your beer. Hire another brewery to do the work to your specifications.

Well, how much money depends on how big an operation you're planning to get going.
My advice to you would be to get a homebrewing kit and see how you take to brewing. If your first batch goes well, start manufacturing larger quantities as your funds allow. When you think you're ready to take the dive into an actual business, definitely contact the Better Business Bureau, then start looking for investors.

I would draw up a good business plan and present it to the Small Business Administration. If you are serious and have a good product, you should be able to get funding.
