My father pass away a year ago with some money owed to credit card company. My stepmother didn't know she didn't have to pay the money owed because of credit card insurance, and because her name was a secondary user she didn't want to cancel the card. She was the one who was working and paying the bill anyway. Now the credit co. called her requesting to speak to my father to inform him of something new they were offering. Thats when she told them he had passed away. They told her that being the case she would have to turn in the credit card and apply for a new one in her name, even though the card in question was already in her name. She refused to fill out a credit app. My question is that if she has paid the credit card off several times since his death, does the credit card owe her a refund of the moneies they owed at the time of his death?

They probably do not owe her anything.
They can cancel the card when the primary dies and require a new application from your mother.
I went through this same thing when my husband passed away.

No, the card company doesn't owe her any money back. For whatever reason, they did not process fully that your father had been deceased. Because of that, they were still allowing her to use the card since she was an authorized secondary cardholder. The charges were made on her card, signed by her and the bills were paid by her.

The rep is correct, since she is not the primary card holder, she has to re-apply under her name.

No, and she is still responsible for any debt on the card.
If she is a cosigner, or an authorized user of the card, she is just as liable as the owner of the card for the debt.
