i dont know about 3 year rotations. but the majority of heaven voted to follow Jesus. The people who actually follow satan will be exiled from Gods kingdom into outer darkness. the 7 year tribulation period which is a mistaken theology does not fit with the end days it was a famine in the days of Joseph in the land of Egypt. The time that satan has, is limited to only these last days, and again after the millenium. in a way this is a pact of free agency but is not a political pact that is agreable to the Godhead, it is only a culling and a way to prove faith and allegiance

The Scripture says, "For what communion hath light with darkness and what concord hath Christ with Belial"? Why would God do such a thing when Hell is set aside for an ETERNAL separation from sin? Such a treaty as you propose would thoroughly nullify the intent of Christs' sacrifice, rendering it needless and a tragic loss.

God doesn't change. God doesn't lie. God said in His Word, that He doesn't share His glory with anyone. Judgment Day will happen just as God told us it would happen in His Word because more than one time God said "I change not."
