Is there anyway at all to get a free criminal check in Idaho?

Everything says free but it all charges you. Isnt there somewhere you can get the information you need without being charged?

My husbands from Idaho. If the person that you want the background check for is from Idaho...it's probably safe to assume they has some criminal history.
We call them Spud Nuts.
