I'm asking on a friend's behalf. This woman, who is here illegally, lives with my friend. He supports her. Can he claim her as a dependant?

Nope unless he wants to deal with a fraud case from KGB(irs).
thank fully for him irs does not pass info to Immigration. suggest she go back to get her papers started before he finds himself in legal and financial problems.

No. Dependents must be legal. You need the dependent's SSN to claim them and an illegal can't get an SSN. Some of them do have bogus SS cards but those won't work for filing taxes.
