I am just wondering if there is a way that I can measure how much electricity a device (tv, computer, etc.) is using at any giving moment. I was thinking about maybe something like a surge protector with a digital read out on it telling you how much power it is usinng.

Yes, I have seen some very high end surge protectors which have this feature, but it's not for the amateur (or the poor!)

However, all you really need is an ammeter. A DC Ammeter is a common component to most digital multimeters and goes in series between the power supply and the device. AC is a little different. An AC ammeter does not make physical contact. Instead a plug (which comes with it) separates the two leads in the power cord for a short section and a clamp is placed through this gap which allows the meter to take a reading of power consumption. You can get a meter that does both (and comes with the clamp) at Radio Shack for $21
