You'll have to get someone who's 21 to buy the keg at a liquor store. To properly tap it you'll need a standard tap. If you don't have one you can put a deposit down for one at the liquor store and get the money back when you return it, they'll be able to give the correct tap if you do that. To drink out of the keg, you need to property tap the keg which depends on what kind of tapper you have, so again ask the liquor store to make sure you do it right. Usually its just push down and turn to lock it on. Then you pump the tap a few times and fill up. You may need to let it settle however so its not too foammy.
