It will be Jesus. His bias is built with a foundation of Justice and the reality that he is the only one not guilty of anything.
Angels on the other hand will be judged by christians. The Apostle Paul says so.

God will be the Judge, and he does not need a prosecutor to know our hearts and deeds. A prosecutor in human terms is superfluous.

GOD will be judging us on Judgment Day; NOT Jesus. Jesus was merely a righteous Prophet of God, NOT God or son of God!!! NOT a part of God either.
GOD is NOT biased. He loves alll His creations equally, but, of course, those who don't obey His Laws ...well, what to say of them?... He'll judge everyone fairly, so don't worry!
Just be good to everyone (and to yourself), and follow God the way He wants you to.... And all will be well for you!

What does the Bible say on this very thing? Who is are advocate (lawyer). Jesus is... so that leaves who to run the opposite table, the prosecutor's seat. None other than good ole Satan.
