Adobe Photoshop Elements. The full Photoshop CS/2 is the industry-standard image editing suite, with every feature imaginable and a price tag to match. For beginners to serious amateurs to small business use, Photoshop Elements still has everything you could want, a friendlier interface, much better help (CS/2 tends to assume that you've done a training course!) and a much lower price. Genuine yet cheap OEM versions are available on eBay.

Go with Adobe Photoshop Elements. It's cheaper than the pro version and has most of the important features for "playin' around."

For a great, free, open-source alternative to Adobe Photoshop (which can cost hundreds of dollars), try GIMP for Windows 32.
GIMP stands for Gnu Image Manipulation Program and can do nearly all of what Photoshop can do, for FREE.
Download it and the required GTK+ Runtime Environment, along with help files, from SourceForge, at the following link:

Photoshop is the best, but is very costly. For most of the functions of Photoshop get Adobe Photoshop Elements, for under $100.00. You can do most of the things that you want to do with this program. Photoshop is intended mostly for professionals.

I LOVE Adobe Photoshop. The possibilities are honestly ENDLESS with this program and there are tons of expansions you can download such as brushes and effects to name a few. I bought mine for $80.00 at Wal-Mart, but some say that you can simply download it if you know where to look. I'm all about legality though... haha, so $80.00 was no biggy.
