Well, as a native New Yorker, I can tell you it's hit or miss with our crazy weather here.
My advice to you would to be to look in the Farmer's Almanac for the weather predictions of the coming year, so you can plan ahead.
That being said, summer starts here as of Memorial Day, and NYC is ONE BIG PARTY in the summertime. There are FREE outdoor events all over the place. Music, concerts in the park, dancing, plays and other events ... I can tell U it's a blast!
In June these activities are just warming up, cause kids are still in school ... but in July and August they are happening full force!
Of these two months I would pick July ... but as I said before, check the almanac or other prediction device to make sure of what the weather might be.
By September, things are winding down, not as much happening.
Kids are going back to school. The summer is over.

Sometimes we have a hot spring and even hotter summer, to be safe I would say visit in early April to May. March at times can be either freezing, snowing, and rainy. The summers here are pretty hot in general. So your best bet would be the spring

The beginning of the Summer (June or even late May) or the end of the summer (September).

Hate the nice and cozy temperature climate. With a interest. As my expensive previous mum used to assert, "In iciness, you could wrap up in as many layers as you want. In summer season, you could only get so bare in the previous getting arrested".

New York in summer is hot.
Try going in spring or autumn.
