No. The problem is that this 'public' will claim thousands and thousands of pounds off somebody if he/she has an accident that 'wasn't his/her own fault'. I think common sense dictates that most of the accidents are not entirely the fault of one party. How many times did you tripped over something at home, which could have resulted in a serious accident? Now if a same thing happens at a leisure centre, shop, etc. then 'the public' would hand in a claim for some hefty compensation. I think companies are now so outraged and angered that they will do anything to make sure that some dozy 'public' doesn't have an accident and blame it all on them.
