Not in the sense that you hear your thoughts. Just the same as colour blind people don't dream in the same colour that you dream in. Thoughts are based on what is common to one's perceptions. Their thoughts are most likely formed by images instead of the spoken word.

so long as they have the ability to consciously search their mind, yes.
if they can read lips, then it is certain they can hear the words, they hear them register with the memory and the concepts that are related to that lip movement.
most deafness is related to the ear, which receives its information from tiny hairs in the inner ear that vibrate when acted on by audio waves. (or more precisely, the air molecules that the waves are being passed through)
it is by a physical flaw in this system that loss of hearing occurs, not in the minds ability to function.

You would think so because thoughts arnt sounds. But if a person hasnt heard a word before they wont no what the word is. I hope this makes sense. So i would say no.
