You shouldn't be preventing children from reading, even before they can crawl they should be able to touch, mouth and look through books. Obviously from your grammatical error you need to read a little more yourself.

If you typed that wrong and it was supposed to be something like, "What can we do to encourage little kids to read more?" Then you simply provide them with tons of books to read. Different styles, textures, authors, pictures, no pictures, etc. Have some for their age group and many for older children also. They will move onto the next group quickly. Read to them often, once a day at least. Get a library card and go to the library at least once a week. Let them pick out a few books that interest them and pick some out for them also. Children that read books grow up smarter and learn faster than ones that don't!!!! Read Read Read!!

You make no sense. Either this is just a stupid question and you're out of your mind or you don't know the meaning of prevent. Which is it?

Why wouldn't you want kids to read? Do you want to raise a whole generation of screw ups?

That is a really stupid question... I started reading when I was 3. When I was in kindergarten I was reading like a 5th grader. In 6 grade I was really bored I was already reading Shakespeare and Steinbeck while most kids were reading short chapter books!!! Now I'm in 8th grade in my school's humanities program and reading better then the average adult. You want to ENCOURAGE little kids to read more!!!!!!!!!!!! (Humanities is a high honors classs)

Im sure you meant to say "promote" and not prevent. I have found that if you read to kids, they will get really interested in books. They will want to read to you. Make it fun. Set aside story time, they love stuff like that. Dress up like characters, anything thats fun.

To prevent little kids from reading more, you need to ignore them, not buy them books, and degrade them when they show an interest in reading.

To encourage little kids To Read, you need to read to them daily, buy them books, and praise them every time they choose a book for you or them to read.
