Start taking a group of Brownies, guides, cubs etc. Have get togethers at your house and let them scream the place down so that your neighbour gets some of their own medicine. Tell them their kids are driving you mad. It's difficult as I can see both sides. No one likes listening to a barking dog either. Try retraining your dog not to bark at the doorbell/knocker. Get him on a lead and practise correcting him while someone knocks at the door. Treat him for doing well. As for the neighbours kids, nevermind, they'll grow up one day.

It is very sad when ppl get dogs and use them as lawn ornaments and it is even sadder when they do it to breeds like pugs that cannot tolerate temperature extremes very well. These dogs could very well die if they are left outside all day on hot days. They are very similar to my dog, an english bulldog, in this regard cuz with that cute smashed in face comes breathing problems and a dramatically decreased ability to regulate temperature i.e. when it gets too hot they have heat strokes when other dogs wouldn't. However this could be your ticket to getting them removed or maybe just cause these bad owners some grief. I don't know if animal control can or will do anything in this case but they should know that brachycephalic (smashed face) dogs can and will die in extreme temps, like over 85 or 90 and below freezing, so this could force them to act. Most likely this is all you can do cuz in the eyes of the law pets are property and unless there is a clear and present danger or unless your city has strict laws then there are very few laws that protect animals from owners like your neighbor who is certainly neglectful but not posing an imediate threat to the animals. Sadly you can do pretty much whatever you want to an animal as long as you provide it food, water, and shelter.

I have a similar problem with my neighbour. He lives in the flat downstairs. He complains about my 2 dogs all the time.
One of the dogs is not even kept at home between 08.00 in the morning & 08.00 at night & the other has company all day & is very well behaved & quiet. His child (18 months old) screams all night but apparently that is okay.
He has even moaned in the past that he can hear myself & husband walking across our livingroom floor. We both always remove our outdoor shoes when we come in & so far neither of us has perfected the art of swinging from the lightbulbs.
My dogs are both very quiet all evening & night so I told him that I would keep them quiet 24 hours a day if he could promise the same for his child.
My advice is to ignore him. The council will only take it further if he can prove that the dog barks loudly continually. I find having dogs makes me feel secure because they hear everything & announce it.

What a rude hippocrite. That's not fair at all. Some people are just complainers and they like conflict. If they were smart they would own a german shepard that would protect their loud little brats from intruders!

Well the law is fair in this instance so simply log the noise and make a complaint also, kids are not exempt under the noise pollution legislation in the UK...

Sounds little unfair to me! However, you sometimes have to kill people with kindness... I would suggest to write an "I'm Sorry" note for the barking and sincerely suggest that you will try to keep it under control.... Sounds so unfair to even think about doing that, but 9 times out of 10 it works! Good Luck!

We tend to think of dog training as a series of steps for teaching particular behaviors. To teach a dog to stay in a particular position, you reward her as she remains in place for gradually longer times, at gradually greater distances, with gradually increasing degrees of distraction. Now, this is fine, training does involve teaching dogs specific behaviors with a step-by-step approach. This week, though, I’m going to discuss three mental habits that will not only enable you train more effectively but also make life pleasant for both you and your dog.

No, it is not fair but unfortunately that is the way it is. Some people just dislike dogs and will do their best to make problems for those of us that own them.

I don't know what council your talking about, but you can appeal his report if it is democratic and explain the situation along with the loudness you deal with understanding that children have energy to burn off just as pets do.

You say council - If this is a rented building or apartment you can make a complaint against him for his noise levels with his children.
