I believe your question is, where?
Most used car dealers are the main location to shop for a used car. Now don't be hesistant to go to a new car dealer. Often new car dealers have a nice selection of trade-ins that they want to unload. Especially if the trade-in is not a brand they represent.
Another option, which has been a booming trend for the past 7 years is automotive classified online. Search the internet for listings with photos and try to locate sellers in traveling distance where you can inspect the vehicle.
Usually you can negotiate a lower selling price. I prefer this because its pressure free and you can test drive the car. And you can also try an auction. Often you can see the vehicle before they go on the bidding block and contact the seller beforehand and make an offer. Most of the time, they will sell before the auction.
If you have a friend mechanic, take him along just to check things out. You may want to take a car battery with you, many times you may need one to start up a car. Never purchase one without starting up that engine and making sure it runs well. Usually at an auction you cant test drive the car off the lot.

the fact that the daughter is 17 does not matter. The question is HOW DO YOU BUY A USED CAR FOR LITTLE MONEY.
You can try http://www.autotrader.com and it gives you choices to specify price-ranges, among other things.
Other sources to research the market are available.

Unless they really need it... the word "NO" should be the cheapest.
It's not the price of the car that should worry you.. it's the insurance cost..!
