Buy a cheap white paint and mixed it with plenty of water 50/50 this should then be painted on 2-3 times, then you can add your own colour once the walls are sealed xxx

Put on a coat of primer first.
In general, a primer is necessary when painting any kind of porous materials, such as concrete and especially wood (see detailed description below).
Priming is mandatory if painted material is not water resistant and will be exposed to the elements. Priming gypsum board (drywall) is also standard practice when building a new home or building because it seals the wall and aids in preventing mold. Priming is also a good idea if material is dirty and for some reason cannot be cleaned, or when painting light colors over existing dark colors.
Primer and paint form a chemical reaction that allows the paint to adhere much better than if paint were used alone.

We call the new walls a virgin, because it suck all the paint dry, so, what you have to is mix the paint with water for the first coat, then put the second coat with out mix it and the the last coat, and it will look great,

If you are asking about new plaster walls, then you should put a first coat diluted buy around 10% to 20% so it will seal the plaster, after a day or so put a second and even a third if necessary.

Dry the walls out well then use PVA sealer or white Matt Emulsion not Vinyl Matt Emlusion there is a difference.

use 2-3 coats of a construction primer ($9-$11 gallon), and then 2 coats of a paint of your choice ($15-$40 gallon). Once you get done, you will want to lick or kiss the wall it will look so good.
Also use a 1/4 nap roller........

after the walls have dried for 8 to 24 hrs, depending on the thickness of the skim, prime the walls twice.
First prime coat should be dry before the second coat is applied.
Check the can for recommended drying times depending on temperature, humidity and ventilation.
Apply finish coat to dry primed walls.
Add second coat if needed.
your done.

I bought the cheapest white paint from B&Q ( about a tenner for 10 litres ) then pout two coats of that on followed with the colour of your choice. Wait for the plaster to dry first.

Dilute the first coat Half & Half (Half Water to paint/emulsion),paint it on properly as the next coat will reflect the marks you've made(Spraying is best, for the Best finish).
Then after 48 Hrs, cover with neat paint/emulsion

Give the plaster time to "go off" (dry out), this normally takes a few days. Then paint on a coat of plaster sealant (available at all DIY stores) then a base coat of white/magnolia, then top coat with your chosen decorative colour.
