Tons of money, since there can be tons of variance in returns. You don't want someone to go on a heater at the roulette table and break you.
Besides that, you need a gambling license, and even if you're underground you need people to operate the games, floorpeople to settle disputes, and security systems to make sure people aren't cheating/stealing.
If you're asking this because you want to do it, I'd recommend that you not do it. We've all had the idea, but it won't go well. Look at the link I attached. Between all the snide comments are a bunch of good points about the difficulty of running a gaming operation.
