Tons of money, since there can be tons of variance in returns. You don't want someone to go on a heater at the roulette table and break you.

Besides that, you need a gambling license, and even if you're underground you need people to operate the games, floorpeople to settle disputes, and security systems to make sure people aren't cheating/stealing.
