The FBI gets involved with kidnappings usually right away if the person is under the age of 18. The FBI also gets involved in murders if it happens to a federal employee (from FBI agent to a mail postal worker) or if the criminal crossed state lines (i.e. Michigan to Ohio). There are also many other reasons that the FBI gets involved in murders, such as if the person is committing a federal offense and some one dies in the process.

Once a missing child is deemed "kidnapped" the FBI is usually involved. If an incident crosses state lines, they become involved. In situations with serial killers (multiple homicides that all have a common thread in one state or across many) the FBI may become involved to help or even take over the case.

The other answers were good. The FBI also gets involved if the crime occurs on Indian land. Of course, there are also matters that are only fed'l crimes, not state crimes. I won't repeat what the others said, because they were right, too. I just gave you a couple more examples.

The FBI gets involved with ALL kidnappings...they have immediate jurisdiction. As for murders, I'm sorry - I don't know that one.

Usually around the first or second act, that's when the arrogant FBI guy tells the local cops that there off the case and he's taking over. Of course they always screw it up and the local cop that they wouldn't listen to always saves the day.
