What's the easiest way to do so? Can I still use those recycle bins, and where would I get them?

you most likely will not be able to use the recycle bins, but there are very often recycling dropoff locations you could try. Or petition you complex to offer recycling on premises. They would be suprised how much money they save over incouraging trash.

Yes, you can put different bins for different kinds of trash label them as paper, plastic, metal, and biodegradable and talk to your neighbors about this. big bins are available at hardware stores

YES!! If they have a RECYCLE BINS available.
You CAN ALWAYS ask THE CITY to SEND 1 to ya.
I PERSONALLY use a TRASH CAN for my RECYCLE-ABLES!!
