Just be honest with him. Even though it may hurt it is still the best way to go.
If you know the exact reason that you arent attracted to them and can put it in a decent way then let him know it. Its better to let him down with the truth than a lie and even better than letting him keep on thinking that there could be more for the two of you.
There is no real way to tell someone that you arent attracted to them without causing some hurt. But the sooner you let him know the sooner he can move on and find that someone that will love him like everyone deserves.
Good Luck

I like the response you've already received...the line that you love him like a brother. I may use that one sometime. You could also tell him that you don't want to jeopardize the friendship by pursing a romantic relationship. Be straightforward and firm when you tell him that you do not want to be involved romantically, or he'll keep trying.

I am not interested in a romantic relationship with you.
Giving someone an ambiguous line is a mistake. Be firm and clear.

yes this happened to me. just tell them you don't feel the same way. if you are friends then say you wanna be friends only. yes, it is that easy. or set the person up on a date with another person you know.

I am really not interested in you in anyother way than a friend. I can't pinpoint it but I just don't feel that sort of connection with you.

Just let them know, you like them as a friend, and that friendship to you is very important. Romantically, it is not working for you. but as a friend, I hope we can always be their for each other!

Be real and just tell them the truth, it dosn't matter if it harsh or if it's nice. Don't worry about the othere person, he/she will be fine. What matters most is you!

I agree with Caesers Wife. I love you like a brother. If it is not there, it is not there. Simple.
