Yes but NO.
If you register and attend regular Microsoft promotions, they always give away some stuff, and maybe even a copy or 2 of a new OS, but not everyone gets it.
I remember I got a copy of a game at one, and a year free Office XP.

No. But if you subscribe to MSDN (Microsoft Developer Network), you will get "developer" copies of their products including operating systems. The most recent release includes Microsoft Vista, Microsoft Office, Visual Studio, Visio, and Project.
You can obtain "express" versions of Microsoft development producs for free.
