Most stolen cars wind up in Africa. To quote a recent news story: "Police from Mozambique, Lesotho, South Africa and Swaziland have seized more than 100 suspected stolen cars in a joint operation in southern Mozambique."

There is no particular place where "the most" cars are stolen from. It's pretty evenly distributed.

It seems to happen most in big city areas, both in the US and other countries, because there are more 'chop shops' operating to quickly part them out.
