I would think that anyone with warrants sworn out for them wouldn't want to be popping up at government agencies. I would take care of the warrants before you worry about the car. It's all about priorities.

Oh your poor thing... dealing with the DMV.... (department of mental vampires)
Yes - in most states, you can register a car without having a valid license.... the registration just means that you OWN the car... not that you can drive it.
However, if you do not have the proper forms of ID (your license was suspended and taken away by a mean officer of the law) then it becomes difficult to do anything....
lemme guess - you live in Florida... where everyone has a warrant out for their arrest but there is no room in the jail for cute little white girls with speeding tickets...

Where I live you can (Maine). I would not suggest it, take care of your warrants. BE SAFE! Here you just mail in the title form and can register at your local municipal office. No background checks or anything. Here you have to have insurance though, which maybe difficult for you to obtain considering your status and whether or not you could find a carrier

I don't see why not. Just don't expect to walk away from registration office without a nice shiny pair of bracelets and a dance partner.

In Texas, you can, as long as you have a valid driver's license.
