A lot of AFB have a picture or logo of there base or branch and they draw lighting bolts. Is this a warning to other servicemen that the town or the base use's a lot of electric tazers and stunned guns?

If it is on a base emblem, it could represent Fast Response, Communication equipment, Electronic Equipment. It could be a warning of high voltage. It could represent many things, but it doesn't warn servicemen of law enforcement capabilities in a local town.
