is it just a fee they charge for when you are sitting and waiting for the appointment or is is a fee they charge for every time you sit on the stage?

I assume you are referring to photography? A sitting fee is a charge that is occured per person when you have you photo taken. It is a ONE time fee and is usually charged per person being photographed but sometimes it is per group. It is not charged for EVERY time that you have the pic taken...just ONCE.
A lot of photographers charge a sitting fee, but you can often find coupons or deals where the fee is waived, or if you are going to have more than one person in the picture, they may only charge a single sitting fee for the whole group.

A sitting fee is usually a fee to cover the cost of the time of the person seeing you. Such as a photographer will charge you a sitting fee, because the fee he's charging you for taking the pictures and developing the film and such isn't "enough".

At a photographer? It's the fee for taking the pictures. Any prints you get are more.

Oh, I don't like my picture taken and would never agree to sit for one unless I absolutely had to. In fact, I'd probably use the cost as a great excuse not to have my picture taken. Anyway, these days everyone has digital cameras that take really nice pictures for free whether I like it or not (just let me Photoshop the jowls and stray hairs).
