I'm an interior decorator and I have run into this before. It really depends on what the surface of the tub is made of (porcelain, cast iron & enamel, fiberglass etc...) and what kind of paint was used. If wall paint was used you can use a heat gun to peel the paint away, or you can buy a chemical stripper. CAUTION: if your tub is a replica, both of these medthods will damage a fiberglass or plastic tub. If the tub was painted professionally with a good quality oil based epoxy, and if the paint is still in good shape (not peeling or flaking) you can have it repainted a color you like. If however, the tub is plastic or fiberglass and the paint is not in good shape, I hate to tell you this, but the easiest thing to do would be to rip out the tub and replace it.

The value of these tubs (if antique) can be very very high. I would get a price on having this tub refinished professionally. A DIY job my drastically decrease the value. If it is heavy and it has been painted, there is a good chance this is an antique.
Check around the internet to see what the market price is for a tub like yours - you may be surprised.

You cant paint a porcelain tub. It needs to be refinished which involves the use of epoxies. It is a stinky job and best left for a pro who has the right tools products and skill. The key to the job lasting is the products used and the skill of the tradesman. Look for at least a 5 year finish warranty if you have it done.

I am a painting contractor and I also you suggest you get a pro to do it ,I have been in cases where we had to sandblast the old finish off and re finish the tub from scratch....it is a very involved project.

Call a Automotive painting shop and ask them. They might be able to remove it and redo it for a reasonable cost.
Usually it was done because the finish was bad.
