The most appropriate dress is a formal gown, especially for an occassion described as "formal." Short is never as formal as long. Remember, it is better to be over-dressed than under-dressed, so I would err on the side of caution and go MORE formal if there is any doubt in your mind.

If the man is dressed for a formal occasion, then the woman should be dressed formally as well. A long dress is the most formal for a woman, although you may find a shorter dress that is formal, but you will by far be the under dressed one if you chose to attend with a shorter dress.

Personally, I think a long dress (but not summery or a cocktail dress) is practically required. Although women can get away with cocktail dresses or pants-suits. But a black tie occasion deserves the respect of a long dress. Every woman should have a long black formal for such occasions.
