I'm not adept enough to know how to attach a picture to this answer, but if you type in shallots and click on images you should get some pretty cool pictures. Basically it is an onion. It has long green tendrals like leaves, usually 2-4 of them that lead down to the onion bulb, only the bulb is very thin and white. This specific type of onion you can eat the green leaves and the bulb. Good luck to you.

If you don't have any shallots, you can successfully combine 1 part diced garlic to 2 parts diced red onions.
Shallots are a cross between garlic and onions in flavor and look like retarded garlic cloves. You peel them and cut them the same way you do garlic.

Your second answerer is the correct one. Many people confuse shallots and scallions (Green Onions).
Just sub mild or sweet onions if you can't find shallots.
