I am a single Mom & receive SSA benefits. Can I file with the IRS to receive the unearned income even tho I didn't work?

Not unless you also had a part-time job. SSA is not considered earned income. The 'unearned income' is actually called EITC (Earned Income Tax Credit). That's why you must have earned income.
