If he is paper trained, put the paper outside as above mentioned.
Also timing is critical, if he poos outside he has obviously learnt something. Put him out first thing in the morning, last thing at night, after every meal and also if he has been left for any short periods and he sees you, excitement could make him wanna pee more, or on you! Also, try accompanying the toilet with a key word like 'busies' 'jobbies' wee wees'. When putting him out say this word (with encouragement), when he is doing it repeat the word with praise (eg. good boy wee wees) and afterward give lots of praise and a small treat. Then going to the toilet will be associated with the rewards of praise and a treat. By going out with him you will see his progress, also he may be a bit scared or think it's too cold to go on his own, or lazy! Make it into routine (dogs need routine) and go back in only when he has performed. Also by not giving him loads of water in the evening/ overnight this will reduce the need to wee, restrict this slightly if he guzzles it. You should also make sure there is nothing physically wrong with his peeing ability. Check with the vet when you take him for check-up/ injections.

What does he wee on in the house? If for instance it is newspaper, put some outside where you want him to go. Then wait (probably quite a long time) then when he uses it praise him a lot. After a week or so, take away the paper. The smell of his own wee will encourage him to keep going!!

Hi,
Toilet training a puppy takes time,Ignore any accidents in the house and clean up the mess,take your puppy out immediatly after waking up from a nap,mealtimes,and playtimes.Stay with your puppy outside,until it performs then give lots of praise and reward with a treat.Take your pup out every half an hour to an hour during the day.Young puppies cannot hold themselves until around 5-6 months old.

I have a westie! we had a really similar problem. She would always wee inside the house too. We bought these special mat things that are scented (only to dogs though). They can smell it and they pee on it. Then we gradually got them closer to our back door, so she slowly learned. We took her out as soon as she woke up and before everyone went to bed. Its worked and she is now very well trained!

Watch him carefully when he is in the house, when you see him looking for a place to pee or is starting to squat, pick him up and rush him outside, then tell him what a good boy he is when he goes. If you bring him out when he really has to pee he will make the association.
Is he paper trained? If he is paper trained put some paper down on your lawn and praise him lavishly when he goes. Then start reducing the size of the paper til you are down to just lawn.

Best way to house train a pup is to take it outside IMMEDIATLEY when it wakes from a nap, then praise him when he goes.
He will urinate, you're just not watching. Two weeks outside, tsk, lost training time, stupid human.

when he pees inside does he pee on a piece of paper? use that very same paper and collect those pee and drip them on the location where you want him to pee. he'll find his way.
put a windchime near your door, before you take him out make him ring the bell before your release him, he'll eventually get the idea . also he may use the same idea to make you take him out and play outside.
