Well, so many missing details.. like how old is this girl that wants to move out? If she is of age 17, 18 .. then I'd say now's good.
Any younger and I'd say, whoa wait till 17 or 18.
If this girl is in a bad situation at home and really needs to boogie, then I would say, does she have family she can turn to?
Then I want to ask, what does being from Arkansas have to do with anything? Are the rules different there?
If this girl has a job and can support herself, and is at least 17, then tell her to go get herself an apartment.

In Arkansas, a child has the right to determine who she wants to live with at the age of 12. However, it has to go through the courts. Other than that, the girl must stay in her mother's home until she is 18 because her mom is legally responsible for her until that point.

Legal age is 18, most states will not look for her at 17, but the most important thing is how will she take care of herself? Does she have a job and a place to stay and a way to get around? Does she know how to set priorities?

17 is the norm nationwide if a young adult can support himself/herself. Most are married, military or in college though do to limited employment opportunities etc.

You can move out whenever you want too. If there are problems at home, I suggest that you make sure you are financially stable so you do not have to return home.
