Im mean seriously....some of my nieghbors have cats and they are always staring at me (in my house) for long periods of time and from different locations.
Note:I have no pets

Cats are very observant creatures. They sit "quietly" waitting for their prey. Yes, even my well-fed Stimpy. Of course they could see something good in you and want you to get a kitten for yourself.LUCK

Cats aren't really creepy, they just seem that way. While you think they are staring at you, they are probably wondering where their next meal is coming from or when the next bird will fly by. For the most part they are so self absorbed that I doubt they even realize you exist. It could be worse, they could all be dogs coming over to poop on your lawn!

Cats are what they are. You find them creepy lots of people, including you neighbours presumably find them adorable. I think you are being a little over sensitive about them staring at you though. They can't do you any harm so don't worry about it. Just ignore them seriously, they won't hurt you unless you hurt them first.

Maybe they aren't cats but are really little, tiny, furry, IRS agents...have you paid your taxes?

oooh they are plotting to get you... you know. They are very intellegent and secretive. They have plans for you the next time your in the yard bent over and unassuming.
HAHAHA, seriously? Mostly if they are outside and looking at you in your windows, they arent looking AT YOU, they are looking at there reflections. Since cats dont register things like us , they are probably trying to figure out when you got some new cats that look just like them.

I know they can be huge creeps! I don't have pet's ether but I want a dog. I know some cats like the staring types I'v met one that bit me!!!

I find them creepy too. Especially some of them. Siamese, for instance. Someone I know had one that used to go wiggy from time to time, and in one of its crazed states scratched and bit me pretty badly. They're too intense for me.
Interestingly though, I don't find black cats nearly as creepy.
