Ummm, not likely. You didn't mention which visa type you were talking about, but the most common $100 fee is the SEVIS fee. This fee pays for the upkeep for the computer systems which makes the process a lot faster than the old paper system.

As long as you retain your U. S. citizenship & passport and make no moves towards becoming a U. K. citizen, you are free to travel back and forth from the U. S. to the U. K. as long as your visa is valid. You don't have to tell the immigration officer a thing. Just let your visa expire and never go back to the U. K.
