This question is soooo subjective. I mean....people just gush over Kat Von D ......come on people....she is an average artist at best. The one thing she shines at is portraits..... and I can think of 10 artists off the top of my head who do better portraits. To me a good artist should be well versed in all styles. Nikko Hurtado may be one of the leading "portrait" artists out there...... but can he do me an bio-mechanical sleeve...... I think not. For my money Judy Parker's underwater scenes are as good if not better than Mike Parson's....... People say that Paul Booth is the "best in the world". I wouldnt let the man touch me with a ten foot pole. His style doesn't appeal to me and from what I've seen of his stuff online he only knows how to do one style of tattooing. To me a really good artist would be someone who is competent in more that one style.
Some one who is competent enough to do a realistic portrait of your grandpa from a photo and then turn around and do a really sick, twisted, colorful horror sleeve down your arm (the kind that would make your mother puke), some one who can do Japanese style inkwork on your chest and then maybe do a real classic Frazetta on your back. THERE IS NO SUCH THING AS THE BEST TATTOO ARTIST IN THE WORLD. However there are lots and lots of very good, competent artists out there. You just have to do your research and find them.
PS It's a day later and I have to tell you that I was wrong.....There IS a best tattoo artist in the world. His name is Pavel and he is a Russian working out of Moscow

I think everyone has their own preference but my favorite is a man named Andrew who owns the Alley Cat Tattoo Parlor in Harrisonburg,Virginia. He is a talented artist and he really knows how to make his customers feel at ease.

It truly depends on the style, but Paul Booth (http://darkimages.com/enter.asp) is certainly considered one of the very best.

it depends on the style...some artists can do amazing black and grey work but might suck at traditional, or vice versa. are you looking for a particular style or location? we can help you out more if you provide more information!
